Age · this housing stock is overwhelmingly pre-1978, which puts nearly every remodel inside EPA Lead RRP territory and makes the acoustic ceiling, the duct wrap and the vinyl under the vinyl suspect until tested. Demolition Doesn’t.
This distinction costs El Cerrito homeowners real money when a contractor gets it backwards.
EPA’s Lead Renovation, Repair and Painting rule does not apply to demolition of an entire free-standing building. It does apply to renovation that modifies portions of a pre-1978 structure. Interior demolition is renovation. Taking out a 1952 kitchen here is exactly the activity the rule was written for.
- Containment first. Plastic, zip walls, negative pressure where warranted, floor protection on every path to the door.
- Suspect materials tested, not assumed. Acoustic ceiling material, acoustic plaster and HVAC ducting get tested if they’re being disturbed.
- Wood, glass, rubber and metal need no asbestos testing. Everything else on a pre-1978 remodel gets a second look.
- Abatement stays with abatement contractors. Asbestos work of 100 sq ft or more needs certification plus Cal/OSHA registration and 24 hours’ notice.

Can you work without shutting down my street?
That’s the standard here, and it’s why we plan the haul schedule before the demo schedule. We size trucks to what these streets can turn around, protect the sidewalk and gutter line, and cycle equipment in and out rather than parking a roll-off for a week. Where a closure or encroachment permit genuinely is required, we identify it at estimate time and pull it.

Can we live in the house during an interior demolition?
Often, if the work is zoned. We can seal off a kitchen or bathroom wing and keep a bedroom and a working bath live. It costs more · containment, daily cleanup and restricted hours add time · and on a pre-1978 house with lead-safe practices in play, some phases aren’t compatible with people in the building. We’ll tell you which is which before you decide.
How much of the old house can we actually salvage?
More than most people expect, depending on what your schedule allows. Clear framing lumber, appliances, usable cabinets, fixtures, doors and hardwood flooring all come out by hand instead of by machine.
