Richmond runs its own building department, and its demolition packet is not the Contra Costa packet. Pest control clearance, a DPR 523a evaluation, an air district no-asbestos certification and a PG&E-signed disconnect form. We have filled all of them.
Richmond Permits Its Own Work.
On Its Own Terms.
If your property is inside Richmond city limits, Contra Costa County does not touch your demolition permit. It goes to the City of Richmond at 450 Civic Center Plaza, counter open Monday-Friday, 8:30 AM to 4:00 PM. Here is what the packet actually contains.
- A building demolition permit and a sewer cap permit. Two permits, not one. Contractors who budget for a single application find that out at the counter.
- A DPR 523a form for structures over 50 years old that are not already on the Richmond Register, so the Planning Director can evaluate the building before it comes down.
- BAAQMD certification that no asbestos is present · the air district paperwork has to state it, not just be filed.
- A Pest Control Clearance Certification from a California state-licensed exterminator. This one is Richmond’s own, and it is the requirement most out-of-town contractors have never heard of.
- A Demolition, Utility Disconnect form completed and signed by PG&E. A verbal from the field tech is not the form.

A contractor who discovers this at submittal has already cost you two to three weeks. We line it up while the drawings are being prepared.
In Richmond, Almost Every Teardown Trips It.
A structure over 50 years old that is not on the Richmond Register requires a completed DPR 523a form so the Planning Director can evaluate it. On paper that sounds like an edge case. In Richmond it is the default · most of the city’s housing stock went up before 1975, from Home Front-era housing to post-war infill around Macdonald Avenue.
So the historical evaluation is a scheduling item on nearly every Richmond house demolition, not a surprise. It is a review step with a lead time, not a rejection. Projects go sideways when nobody starts it until the rest of the package is ready.
- Check the build year first. Pre-1975 is the working assumption here.
- Check the Richmond Register. Listed properties follow a different path.
- File the DPR 523a early. It runs in parallel with the rest of the packet, not after it.

Richmond’s pre-1978 housing brings lead paint and asbestos into most jobs. EPA Lead RRP does not apply to demolition of an entire free-standing building, but it does apply to renovation that modifies portions of a pre-1978 structure · so an interior strip-out in a Richmond bungalow triggers RRP while a full teardown of the same house does not. Lead paint work runs $3-$8/sq ft; asbestos abatement runs $5-$15/sq ft.

Interior Strip-Outs On Flips
Richmond’s biggest volume · investors and owners gutting pre-1978 bungalows to studs. Interior demolition runs $2-$8 per sq ft; a kitchen $1,500-$3,000, a bathroom $1,000-$2,500. Because it’s renovation, not full demolition, EPA Lead RRP applies.
Rear Garage Teardowns For ADUs
Narrow lots with a detached garage at the back alley or driveway end. Removing it is usually step one of an ADU. Two-car demolition runs $2,500-$6,500, and the slab often comes out with it at $2-$5 per sq ft.
Full Teardowns With The 50-Year Review
Single-story homes of 1,000-1,500 sq ft run $12,000-$22,000; two-story 2,000-2,800 sq ft run $20,000-$40,000. Add the DPR 523a evaluation, pest clearance and the sewer cap permit to the schedule.
Driveway & Front Concrete
Old narrow driveways, cracked front walks and porch slabs. A 200-600 sq ft driveway runs $1,200-$4,500; a 10×20 patio runs $1,200-$3,000. On tight lots the load-out plan matters more than the breaking.
Storefront & Tenant Demolition
Soft demolition of small commercial spaces along the older business corridors · ceilings, partitions, flooring and fixtures out, shell left clean for the incoming tenant’s build.

On a 40-foot-wide Richmond lot with houses on both sides we’re protecting two neighbors, working under overhead lines and loading from the street. From Point Richmond
To The Hilltop.
Richmond is not one market. Point Richmond and the streets behind the Ford Point and Craneway waterfront are older and denser, so the 50-year review is a near certainty. Marina Bay is newer and flatter, and the work skews toward concrete, site prep and commercial interiors.
Through the center · the Iron Triangle, Santa Fe, Coronado, Belding Woods and the blocks off Macdonald Avenue and Barrett Avenue · lots are small, houses are close together, and almost everything predates 1978. That is our interior demolition and garage teardown belt, and it is where lead-safe practice is not optional.
South of Cutting Boulevard, the Richmond Annex runs into El Cerrito with the same compact-lot pattern. North and east, the Hilltop area and Richmond Heights climb toward the hills, where access starts to behave like El Sobrante. Along the Richmond Parkway and up San Pablo Avenue we work back and forth into San Pablo constantly.
The Rules Richmond Doesn’t Write
City requirements stack on top of state and regional ones. Both lists have to close before your final inspection does.
The J Number
Required for any plan to demolish a load-supporting structural member, regardless of asbestos content, age or size. Notify 10 working days ahead, reducible to 72 hours for four-or-fewer-unit dwellings with a fee. Single-family fee $90; a late notice adds $619. Start dates are confirmed dates, not a window.
Utilities Controlled First
Every utility must be shut off, capped or controlled at the building or curb line before demolition starts, and the site checked for hazardous chemicals, gases and flammables. Pipe insulation, steel fireproofing and HVAC ductwork must be surveyed for asbestos.
65% Diversion
A statewide minimum 65% diversion of non-hazardous construction and demolition waste, documented with facility, date, origin, material type and quantity. A 2,000 sq ft house produces roughly 240 cubic yards of debris · that is a lot of tickets to keep straight.
Dig Ticket
Notify the regional center at least 2 working days and no more than 14 calendar days before excavating. The ticket is valid 28 days. Cal/OSHA also requires a permit for trenches or excavations 5 feet or deeper that a person enters.

Richmond’s extra steps cost more time than money. Pest control clearance, the DPR 523a evaluation and a PG&E-signed disconnect form each have their own lead time, and they only run in parallel if somebody starts them in parallel. We open all three the week you approve the scope.
