The valley floor along Appian Way and San Pablo Dam Road is straightforward. The lots above it are not. Climb toward Sobrante Ridge, off Castro Ranch Road, or up the streets running away from May Road and Valley View Road and equipment access becomes the largest swing factor in the number · bigger than square footage.

A narrow, steep driveway keeps the full-size excavator on the trailer and sends a compact machine in, roughly doubling days on site. A hairpin means the ten-wheeler can’t reach the pad. A downslope lot means debris travels uphill to the truck.

  • Turnaround and staging · where the truck sits, and whether it can leave loaded.

Defensible-Space Clearing

El Sobrante sits in the wildland-urban interface. Lots backing onto Sobrante Ridge or the open hills above San Pablo Dam Road rebuild fuel load every season. Light $1,200-$2,500/acre, moderate $2,500-$4,500, heavy $4,500-$8,000. Repeat work, not a one-time job.

Aging Detached Garages

Post-war lots came with single-car garages that no longer fit a modern vehicle, and they’re usually the first thing removed for an ADU. Two-car demolition runs $2,500-$6,500, depending on the slab.

Pool Abandonment

Contra Costa runs two tracks · engineered fill that keeps the parcel buildable, and uncertified fill that puts a restriction note on the parcel. The second is not allowed where ground slopes steeper than 10%, which rules it out on many El Sobrante hillside lots.

Driveway & Retaining Concrete

Long sloped driveways crack and heave. A 200-600 sq ft driveway runs $1,200-$4,500; concrete removal runs $3-$8 per sq ft with disposal, reinforced adding $1-$3.

Grading & Drainage Correction

Hillside runoff is chronic here. Typical residential grading runs $770-$3,000 or $40-$180 per hour; excavation runs $60-$200 per cubic yard.

To The Ridge.

El Sobrante is three job sites wearing one name. In the valley · the commercial triangle where Appian Way meets San Pablo Dam Road, and the flat blocks off it · lots are regular and a full-size machine gets in without a fight.

The middle band is the older streets off Manor Road, La Paloma Road, Rincon Road and Valley View Road: small lots, houses mostly built between the late 1940s and early 1970s, detached garages, a lot of original concrete. That’s our highest-volume zone for garage teardowns, driveway removal and interior strip-outs.

Above that, the hills. Streets climbing off Castro Ranch Road and parcels near Sobrante Ridge are steep, narrow and often backed by open space · an access conversation first. We run the bordering unincorporated pockets daily too, plus Richmond, San Pablo and Pinole.

Pre-1978 housing stock

Most El Sobrante housing predates 1978, so asbestos and lead come up on nearly every job. Homes of four or fewer dwelling units don’t need a certified air-district survey · but HVAC ducting, acoustic ceiling material and acoustic plaster still have to be tested if disturbed. Anything entirely wood, glass, rubber or metal needs none. We test before we quote.

Site plan, Planning Division approval before building permit submittal, Sanitary District approval, BAAQMD approval, PG&E utility release (800-743-5000) and a PCB Screen Assessment Form. One final inspection · capped utilities must be visible for it.

BAAQMD Reg 11-2

The J Number

Required to demolish any load-supporting structural member, regardless of asbestos content, age or size. Notify 10 working days ahead, reducible to 72 hours for four-or-fewer-unit dwellings with a fee. Single-family fee $90; late notice adds $619.

RecycleSmart

Registered C&D Transporter

RecycleSmart administers C&D recycling for unincorporated Contra Costa. Debris must move via a Registered C&D Transporter to an Approved Processing Facility. Unregistered tonnage may not count, no matter where it went.

CALGreen

65% Diversion, Documented

A Waste Management Plan before the permit issues and a Waste Management Report with receipts after completion. Since August 4, 2025 both go through Green Halo. Excavated soil and land-clearing debris are excluded.

Hillside jobs: watch the grading trigger

A Contra Costa grading permit is required for excavation deeper than 5 feet or over 200 cubic yards, or fill supporting a structure, deeper than 3 feet, or over 200 cubic yards. Grading of 1,000 cubic yards or more triggers neighbor notification, and the permit needs three plan sets stamped by a licensed California civil engineer or architect plus a geotechnical report. On sloped lots this trips more often than owners expect. We flag it at estimate time.

Also standing: USA North 811 notice at least 2 working days and no more than 14 calendar days before excavating · Cal/OSHA §1735 requires utilities shut off, capped or controlled at the building or curb line before demolition starts. Confirm current fees with the County and the air district.
