The DPR 523a Historic Evaluation And The 50-Year Trigger

This is the requirement that catches Richmond homeowners off guard. One thing reduces the pain: check the Richmond Register and Project PRISM before you commission anything. If the property is already documented in either, the evaluation requirement is handled differently and you may not need a new 523a. Beyond that, do not treat the review as something to argue with. The Planning Director wants a defensible record · a thorough 523a on an ordinary post-war house is usually a clean pass, and a thin one buys you a second round.

BAAQMD: Asbestos Certification And The J Number

Richmond requires a BAAQMD certification that no asbestos is present in the permit package. That is the city-facing document. Separately · and this is the distinction almost everyone gets wrong · the Bay Area Air Quality Management District requires its own notification under Regulation 11, Rule 2.

The J number, stated plainly

A Reg. 11-2 notification · the “J number” · is required for any plan to demolish a load-supporting structural member of a building or facility, regardless of asbestos content, age or size. Clean building, brand-new building, tiny building: it does not matter. If a load-bearing member is coming down, you notify.

The timing and the money:

  • 10 working days of advance notification before demolition starts.
  • That window may be reduced to 72 hours for dwellings of four or fewer units, with an added fee.
  • Fees effective 7/1/2026: $90 for a single-family dwelling demolition, $372 for all other demolition, and a late notice submitted under 10 days adds $619.
  • Asbestos operations at a single-family dwelling carry their own scale: 100-500 sq ft $185 · 501-1,000 $679 · 1,001-2,000 $988 · over 2,000 $1,358.

⚠ Your start date is a commitment, not an estimate

The start and end dates on a J number are confirmed dates, not a planning window. If your schedule slips and you do not revise the notification by 11:59 p.m. of the stated start date, that can be a violation. Weather delays, a late PG&E disconnect, a subcontractor no-show · revise the notification, do not hope nobody checks.

On surveys: residential buildings of four or fewer dwelling units do not require a certified asbestos survey, but suspect materials still have to be tested if disturbed · HVAC ducting and systems, acoustic ceiling material, acoustic plaster. No testing is required for material that is entirely wood, glass, rubber or metal. Note the mismatch, though: BAAQMD may not require a survey on your duplex, but Richmond still wants certification that no asbestos is present. In practice, you test.

The Pest Control Clearance Certification

This is the Richmond-specific requirement and the one contractors miss most often. Richmond requires a Pest Control Clearance Certification from a California state-licensed exterminator before the demolition permit issues. Neighboring jurisdictions do not ask for it, so crews who work Richmond once a year submit a County-style package, get bounced, and lose a week.

The logic is sound even if the paperwork is unusual. Tearing a structure open displaces whatever is living in it · rodents do not evaporate when the roof comes off, they relocate into the house next door. The clearance confirms the structure was treated before demolition so your job does not become the block’s pest problem.

Practical note

Book the exterminator the same week you book the asbestos testing. It is a small cost and a fast visit, but only if it is scheduled. Discovering it at the counter costs far more in calendar time than it ever costs in dollars.

PG&E Utility Disconnect And The Sewer Cap

Richmond requires a Demolition, Utility Disconnect form completed and signed by PG&E. Not a screenshot of a service request, not an email from a rep · the form, signed. PG&E’s disconnection queue is the single most common reason a Richmond demolition slides a month, so this call goes out on day one.

This is a safety mandate, not just paperwork. Cal/OSHA requires that utilities be shut off, capped or otherwise controlled at the building or curb line before demolition starts, and that the site be checked for hazardous chemicals, gases, explosives and flammables. Piping insulation, structural steel fireproofing and HVAC ductwork all have to be surveyed for asbestos before they are disturbed.

The sewer cap gets its own permit and its own inspection. Cap it, then leave the cap visible · the inspector has to see capped utilities at final, and burying them under fill means digging them back up. Utility disconnect coordination typically runs $100-$500 per utility in the East Bay. The final inspection itself runs through Building Regulations: structure gone, utilities capped and visible, site clean, diversion documentation ready.

Lead And Asbestos In Richmond’s Pre-1978 Housing

Richmond’s housing stock is heavily pre-1978, the year lead-based paint was banned for residential use. Pair that with a mid-century boom that used asbestos in floor tile, mastic, siding, roofing, duct wrap, popcorn ceilings and joint compound, and hazardous materials become the default assumption on a Richmond teardown rather than the exception.

Where the money goes: asbestos testing runs $300-$900, abatement runs $5-$15 per square foot in the Bay Area with totals commonly landing between $5,000 and $30,000+, and lead paint remediation runs $3-$8 per square foot. EPA Lead RRP · read this carefully

The EPA’s Renovation, Repair and Painting rule does not apply to demolition of an entire free-standing building. It does apply to renovation that modifies portions of a pre-1978 structure. So a full Richmond teardown is outside RRP, but an interior strip-out or a partial demolition on the same pre-1978 house triggers it. Same address, different rule, depending on scope.

The 65% Diversion Requirement

California’s CALGreen standard sets a statewide minimum of 65% diversion of non-hazardous construction and demolition waste. It applies to your Richmond job the same way it applies everywhere else in the state, and it is enforced through documentation: facility name, date, place of origin, material type and quantity, backed by weight tickets from approved processing facilities.

Two details worth knowing. Excavated soil and land-clearing debris are excluded from the calculation, so a dirt-heavy job gets no credit for it. And fluorescent tubes and PCB-containing ballasts are Universal Waste · pulled and recycled separately, never in the mixed bin.

Hitting 65% is easy on a demolition job when materials are sorted on site: concrete and asphalt are inert and recycle at high rates, metal has scrap value, clean wood has outlets. Why Demolition Permits Get Rejected In Richmond

  • Filing the J number late. Under 10 working days adds $619 unless you qualify for and pay for the 72-hour reduction.
  • Blowing the stated start date without revising the notification. Those are confirmed dates.
  • Burying the capped utilities before final. The inspector has to see them.
  • No diversion documentation at closeout. Weight tickets and a completed report, or the 65% is just a claim.

Every rejection above is a sequencing failure, not a technical one.
